About Our Policies

The Buffalo School District Board Bylaws govern the operation of the School Board. Bylaws deal with the duties of members, meetings, procedures for adopting policies and regulations, internal Board operations and related matters.

Policies - The School Board of the Buffalo School District, representing the people of the community, is the legislative body for the school division, which determines all questions of general policy to be employed in the conduct of the public schools. Policy is a basic written statement of the intent of the School Board, which creates rights and responsibilities for the conduct of the division's business. It is the obligation of the staff to familiarize themselves with and follow School Board Policies.

Regulations - A regulation is the detailed manner or method of written implementation of policy delegated by the Board to the Superintendent. Staff is responsible to the Superintendent for familiarizing themselves with and following division regulations.

Policies and regulations are of a dynamic nature and subject to change. Policies and regulations are continually updated during School Board meetings. Every attempt is made to maintain current School Board policies and regulations, with changes made in a timely fashion.

Policy Manual

    Section: A – Foundations and Basic Commitments

    Section A contains policies on the District’s legal role in providing public education and the basic principles underlying School Board governance and certain non-discrimination policies. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section: B – School Board Governance And Operations

    Section B contains policies on the School Board – how it is appointed or elected; how it is organized; how it conducts meetings; how it operates. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section C - General School Administration

    Section C contains policies on school management, administrative organization, and school building administration. Section C also includes personnel policies on the Superintendent and School Principals. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section D - Fiscal Management

    Section D contains policies on school finances and the management of funds. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section E - Support Services

    Section E contains policies on non-instructional services and programs, particularly those pertaining to business management such as safety, building and grounds management, transportation, and food services.     Section: F - Facilities Development

    Section F contains policies and regulations on planning, financing, construction, and renovation. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section: G - Personnel

    Section G contains policies on all school district employees and covers policies applying to general personnel matters, instructional and administrative staff, and support or classified staff.     Section: H - Negotiations

    Section H of the classification system contains policies on the process of negotiations with bargaining units recognized by the School Board. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section: I - Instructional Programs

    Section I contains policies on the instructional program; basic curricular subjects, special programs, instructional resources, and academic achievement. The dates on which the policies were adopted, last updated, or reviewed can be found in the top right corner of each policy document.

    Section: J - Students

    Section J contains policies on students — admissions, attendance, rights and responsibilities, conduct, discipline, health and welfare, and school-related activities.     Section: K - School Community Relations

    Section K contains policies, regulations, and exhibits on parent and community involvement in schools. Except for policies concerning education agencies, statements on public sector relations with the school district are also located in this section.     Section: L - Education Agency Relations

    Section L contains policies, regulations, and exhibits pertaining to the school district’s relationship with other education agencies — including other school systems, regional or service districts, private schools, colleges and universities, education research organizations, and state and national education agencies.
